FAP/EAP

The federally funded Low-Income Home Energy Program (LIHEAP), also known as the Fuel Assistance Program (FAP), provides qualified households with assistance in paying their heating bills during the winter heating season. Benefits are calculated based on the number of household members, household income, energy costs, and housing type among other things. This allows those households with the lowest incomes and highest energy costs to receive the highest benefits.

Please note: Households can also apply for and receive electrical assistance at the same appointment, if eligible.

Important Program Dates

  • Priority application period for any household with at least one member who is aged 60 or over, disabled, or a child under age 6: July through August 30.

  • Deliverable fuel application period (oil, kerosene, propane, wood, or pellets): September 1 through October 15.

  • All households and heating types application period: October 15 to April 30.

  • Program opens: December 1

  • Last date for taking applications: April 30

The Electric Assistance Program (EAP) provides qualifying utility customers with a discount of 8% to 76% off their monthly electric bill, depending on their household income. Renters, subsidized renters, and homeowners who receive an electric bill may apply for EAP. Eligibility is determined by the total household income and the number of household members. Eligible customers receive a discount on their electric bill every month.

All electric utility customers support the statewide Electric Assistance Program through the system benefits charge portion of their electric bill. The EAP discount helps make bills more affordable and helps customers avoid the risk of having their electric service shut off for non-payment.
